History RSCL’s history is similar to many community living organizations in B.C., having grown from the desire of parents to have services for their family members with developmental disabilities provided in their home community. In the early 1980’s, a group of parents from Richmond who shared this vision, formed the Richmond Society for Special People. The organization began with providing after-school care for children and youth with special needs. We gradually expanded our services over the years, and joined the BC Association for Community Living as a federation member in 1988. |

Richmond Society for Community Living, or RSCL, as we are known today, has been shaped by a number of significant events since our founding. These include de-institutionalization of adults with a developmental disability, the move to providing full community supports for adults, the co-location of children’s early intervention services with two other agencies, and the impacts of changes to the Employment Standards Act on our day programs.
Today, RSCL provides community-based residential and day supports for adults with developmental disabilities, and supports for children, youth and families. We also serve as an advocate for people with disabilities and their families in the Richmond community. The founding philosophy of providing support for individuals and their families in their home community continues to be a driving force in the organization today.
